Advanced Disposal will continue to be the refuse contractor serving North Newton Township through June 30, 2021 and will provide collection of trash, recyclables and one bulk item per week. Advanced Disposal was awarded the trash contract by Southampton Township, Cumberland County through a competitive bidding process.
The rates below are guaranteed to stay at the same level for the life of the contract. No fuel surcharge will be added during this time.
Residents may choose from the following levels of service:
- Full-service (weekly trash and recycling collection): $47.00 per quarter
Full-service Senior Citizen rate*: $42.50 per quarter
This service provides a 95-gallon toter, recycling crate and pick up of 1 bulk item per week. Bulk pick up requires a call to the township office prior to your collection day.
Please Note: All trash must be bagged and fit in the provided trash toter. If one trash toter will not suffice, a second service will need to be purchased. Trash collection routes are designed and calculated to accommodate a specific number of customers; extra trash bags are not included in the calculation.
* If you are eligible for the Senior Citizen discount (65 and older), please call the office at 776-7665 so the rate change can be made.
- Individual bag service with weekly recycling collection: 12 bags for $42.00
This service requires purchasing a minimum of 12 30-gallon plastic bags per year. Includes weekly collection of recycling and pick up of 1 bulk item per week. Additional bags may be purchased at $3.50 per bag. Bulk pick up requires a call to the township office prior to your collection day.
- No Service
Residents who have other legal means of trash disposal may opt-out of the program, but the township requests they still register as “Exempt”.
North Newton Township residents also have the option to dispose of up to 5 30-gallon bags of trash FREE, per week, in addition to disposing of recyclables, by taking them to the Cumberland County Landfill during their normal operating hours (weekdays between 7:00 a.m. and 3:30 p.m. and select Saturdays). Call 423-9953 to check Saturday hours to ensure availability. Stop by the scale house and present identification proving residency to obtain a landfill ID card.

Leaves and Brush Disposal
Shippensburg Borough allows North Newton Township residents to participate in their Compost Facility Program. They accept leaves, shrubbery clippings, brush, garden and yard waste. Grass clippings, garbage, dirt, stones and fruit WILL NOT be accepted.

No Cost Recycling
Recycling is an important part of reducing the waste lying in landfills. The following two centers in our area make recycling convenient at no cost to the general public.

A state law passed in November 2010 addresses the disposal and recycling of electronics. As required by the Covered Device Recycling Act 108, Covered Devices will NOT be accepted in Municipal Waste, Bulk Pickup or Recycling.
Cumberland County Developing Permanent Electronics Recycling Center
The Cumberland County Commissioners have approved the development and operation of a permanent electronics recycling center with plans to open in Summer 2017. Earlier this year, the Commissioners selected Sunnking, Inc., Brockport, NY, from amongst four recyclers that submitted proposals to transport and recycle electronics collected by the County. Unfortunately, none of the proposals were backed by equipment manufacturer funding as Pennsylvania’s electronics recycling law had intended to provide.
As a result, the County will charge customers $.50 per pound of electronics recycled. The fee will offset the County’s costs for collecting, packaging, loading, shipping and recycling electronics and does not generate a profit. Customers will NOT be able to recycle electronics for free. Anyone regardless of place of residence will be able to use the recycling center assuming fees are paid in full. Acceptable materials include:

- Entertainment Equipment

- Data Center Equipment
- Cable Equipment
The facility will be located on County property off Claremont Road in Carlisle. The current plan is for the facility to be open two days per week and at least two Saturdays per month to start with hours running from late afternoon to early evening during the week and during the morning on the selected Saturdays. Final operating hours and procedures will be announced as the site nears opening. In the meantime, County personnel are busy making the necessary infrastructure improvements to operate such a facility, including renovating an old storage building and installing a portable office trailer and computerized scale system, as well as developing the site’s operational procedures.
While the County’s recycling facility will provide a stop gap measure to address the electronics recycling issue, a comprehensive electronics legislative solution is still needed. The County has been working with its General Assembly delegation to identify the shortfalls of the existing legislation and develop long term sustainable electronics recycling solutions.
